Fiber Termination and Documentation for Critical Facilities
Facilities with demanding operating requirements need clear acceptance criteria for their fiber plant. Termination quality, identifiable endpoints, usable test records, and a controlled maintenance process matter more than broad claims about critical-infrastructure protection.

Define the scope

Define the termination locations, enclosure access, connector interfaces, labeling convention, spare fibers, and ownership of each link. Identify the work windows and approvals required before any existing connection is interrupted.

Check the limitations and responsibilities

Specify insertion-loss acceptance testing and any additional inspection or OTDR work required by the project. Results should identify the tested fiber, endpoints, settings, reference method, and applicable acceptance criteria. A folder of unlabeled screenshots is not a useful closeout package.

Acceptance and handover

Document exceptions, repairs, and retesting. Provide the owner with as-built drawings and a restoration contact path. Requirements for resilience, safety, procurement, and regulated operations need separate review by the responsible project professionals.

Use a controlled acceptance register

List every required deliverable with an identifier, responsible party, acceptance condition and status. Tie test files to specific endpoints, and record the resolution of each failure or deviation. Define who may authorize a retest or an outage. Keep a separate record of operational demonstrations so a passed cable report cannot accidentally close an unresolved system-function issue.
